Pace quickens in Helena as transmittal deadline nears

Flathead business owners are keeping a sharp eye on Helena these days.

Legislative footwork is quickening there this week as committees hold a spate of hearings before the Feb. 26 transmittal deadline, when all non-funding bills must be out of committee and head for the opposite chamber.

With so much at stake on the bottom line in a deepening recession, Kalispell Chamber of Commerce members gathered for a legislative update from attorney Cory Swanson of Anderson, Baker and Swanson PLLC on Tuesday. The law firm is the Chamber's representative in Helena.

Property tax reappraisal proposals have defined the first half of the 61st Legislature, Swanson told the group. Forest owners presented their positions on methods to calculate land value, but no action has been taken yet.

And now that President Obama signed the American Recovery and Reinvestment Act into law Tuesday, Swanson said, it could well consume the second half of the session as lawmakers try to figure out how it will impact Montana's budget.

Two other prime issues that will come to the forefront are the state budget and decisions on how to guide participation in the local land zoning process.

But, Swanson cautioned, a 50-50 split in the House between Democrats and Republicans, and a Republican-majority Senate balanced with a Democrat governor could mean fewer bills actually survive the legislative process this year.
