No. 26917 FINDING OF NO SIGNIFICANT IMPACT FOR COLUMBIA FALLS, MONTANA WATER SUPPLY WELL No.3 PROJECT TO: ALL INTERESTED PERSONS Date: April 1, 2020 Action: Funding a New Water Supply Well and Transmission Main Location of Project: City of Columbia Falls, Flathead County, Montana DEQ DWSRF Loan: $ 613,000 DNRC RRGL Grant: $ 125,000 Local Funds: $ 799,718 Total Project Cost: $ 799,718 An environmental assessment (EA) has been prepared by the Montana Department of Environmental Quality (DEQ) regarding construction of Columbia Falls' Water Supply Well NO.3 Project. The proposed action consists of installing one new water supply well in the Flathead Deep Alluvial Aquifer with a targeted flow of 1,800 gallons per minute (gpm). The proposed project also includes approximately 870 feet of new PVC water main to connect the new well to the City's existing water system and a backup generator. The City of Columbia Falls, Montana is located along Highway 2 between Hungry Horse and Evergreen. It is situated on the Flathead River, just north of Kalispell. The new well will be constructed on City owned property (Horine Park) and the associated transmission main will be installed in existing easements and rights-of-way from the new well to Talbot Road and along Talbot Road with connections to the existing water system at the intersections of Veteran Drive to the east and Beth Road to the west. As indicated above, this project will be funded in part with a low interest loan through the Montana Drinking Water State Revolving Fund (DWSRF) Program, administered by the Montana DEQ and the Montana Department of Natural Resources and Conservation (DNRC). The loan will be repaid by a Revenue Bond or other acceptable bond issuance. Based on the EA, the project is not expected to have any significant adverse impacts upon terrestrial and aquatic life or habitat, including endangered species, water quality or quantity, air quality, geological features, cultural or historical features, or social quality. The DEQ utilized the following references in completing its EA for this project: a Uniform Application and Uniform Environmental Checklist for Montana Public Facility Projects, a Columbia Falls Water System Preliminary Engineering Report (dated April 2018) and a Project Engineering Design Report and Project Plans and Specifications (dated March 2020) prepared by Morris-Maierle Engineering, the City's consulting engineer. In addition to these references, agency comment letters where received from the US Fish and Wildlife Service, Montana DNRC Water Resources Division, Montana Historical Society'S Historic Preservation Office and Montana Fish Wildlife and Parks. No. 26908 Conrad Mansion Montana Historic Preservation Grant - The Conrad Mansion Museum Board applied for the Historic Preservation Grant Program requesting $36,000 for the purpose of replacing and updating the electrical system at the Conrad Mansion. The electrical system needs to be replaced to meet current fire code requirements ensuring the safety of staff, visitors, and the collection when in the building. A public hearing to solicit comments for the aforementioned project in accordance with the Montana Environmental Policy Act (MEPA) has been scheduled for the April 6, 2020 City of Kalispell Council meeting.
